What’s been happening this week?
Unpaid Carers Programme
Last week the steering group discussed a number of priorities for the programme moving forward. The meeting included representatives from Partnership organisations including NHS England, local authorities, the voluntary and community sector. Areas discussed include:
- Outcome and next steps from the West Yorkshire Association of Acute Trust (WYAAT – hospitals working together) executive meeting – where Fatima Khan-Shah (programme lead for unpaid carers) presented on raising carer awareness and the uptake of working carer passports across West Yorkshire and Harrogate.
- Outcome and next steps following the Primary Care Markers engagement event in September.
- Purpose and intent of establishing carers-VCS first meeting on the 24th January 2019.
- Programme resources and structure moving forward.
- Supporting the uptake of employers for carers umbrella membership across our West Yorkshire and Harrogate local authority partners to support our programme’s intent.
Urgent and Emergency Care Programme Board
The Board met on Monday. It is chaired by Dr Adam Sheppard with support from the programme director, Keith Wilson. There was an update on the award winning Bradford Virtual Ward regarding sharing learning and good practice across the area. Bradford Teaching Hospitals NHS Foundation Trust won the award for Improvement in Emergency and Urgent Care category for a virtual ward (ACE project) which brings care to children and young people in the comfort of their home, preventing unnecessary admissions to hospital. There was also an update on planning deliverables; clinical advice; direct booking and workforce. Colleagues also received an update on ‘looking out for our neighbours’ campaign which is all about encouraging communities to look out for vulnerable people, thus reducing demand on health and care services through early help and preventing ill health. There was an update on the recent market research. We carried out some insight / testing with a sample of people to ask them about what makes a good neighbour; their perceptions of community spirit and what sort of things they would be willing to do for a neighbour. The Partnership campaign will be rolled out across the area in February / March 2019.
West Yorkshire and Harrogate System Oversight and Assurance Group
The third meeting took place of the Partnership’s System Oversight and Assurance Group (SOAG) on Monday. This group has been established to take an overview of progress with our shared priority programmes, and to agree collective action to help tackle shared challenges. In this meeting the group received updates on some of our priority programmes, including mental health, primary and community care, preventing ill health, workforce and Harnessing the Power of Communities. There was also a discussion on the NHS Long Term Plan, which will be announced early next year, and the operational planning guidance for 2019/20.
NHS Long Term Plan
The document setting out how £20.5bn budget increase will be spent has been postponed until January 2019. We will keep you updated once we know more.
