This week’s leadership message is a video blog from Rob Webster, CEO for South West Yorkshire Partnership NHS Foundation Trust and CEO Lead for West Yorkshire and Harrogate Health and Care Partnership, talking about Local Health and Care Record Exemplars, and how West Yorkshire and Harrogate Health and Care Partnership is working with other organisations to harness the power of digital technology to improve health and care. What else has been happening this week?

Partnership meeting with NHS England and NHS Improvement

Rob Webster, our CEO Lead and other leaders met with NHS England and NHS Improvement partners on Monday to update them on the work of the Partnership. This included an overview on highlights of progress in 2018-19, including health and wellbeing work; care and quality; finance; efficiencies and other priorities. There was also a discussion on our Partnership approach, the challenges and the work we are doing to develop our five year plan which will be published in the autumn.

West Yorkshire and Harrogate Health & Care Partnership Communication and Engagement Network

Over 20 communication and engagement colleagues from across the area met on Monday in Wakefield to hear about the work of Healthwatch NHS Long Term Plan engagement in our communities. This included an update on the surveys underway and the 15 focus groups taking place with seldom heard people, for example those who are deaf, have mental health concerns, carers and people with dementia. Over 1500 people have responded to the West Yorkshire and Harrogate survey. We are looking forward to reading the report and are grateful to Healthwatch colleagues and local engagement leads for all their hard work on this important area of work.

There was also an overview on the work of Yorkshire and Humber Academic Health Science Network (really interesting to hear how their work saves people’s lives); as well as an update on the Partnership’s communication and engagement work; including campaigns (‘Don’t be the one’ which launches today and ‘Looking out for our neighbours’). Colleagues also took part in a presentation skills workshop. Huge thanks to all our guest speakers. The next meeting takes place in July.

Health and housing

Ian Holmes, our Partnership Director and Sarah Roxby, Associate Director – Health, Housing and Transformation, WDH attended an event hosted by the Housing Associations' Charitable Trust, on Wednesday.

Ian and Sarah gave a presentation on the work taking place across West Yorkshire and Harrogate to people from various housing organisations across the country. Housing and health is one of our priorities. Our Partnership programme is led by Jacqui Gedman, CEO for Kirklees Council. NHS Long Term Plan update

LTPconsultation.jpgOver 1000 people across West Yorkshire and Harrogate have completed the NHS Long Term Plan surveys. This work has been coordinated by Healthwatch and Partnership engagement leads. There were two surveys - one on long term health conditions and another on personalisation and digital.  A series of focus groups aimed at seldom heard groups of people also took place covering personalisation, digitalisation and local place conversations. A focus group also took place with the Cancer Alliance. This work ended today. Findings will be shared in a report submitted to NHS England, National Healthwatch and our Partnership in June.

To help plan future Partnership engagement work we have updated the West Yorkshire and Harrogate engagement and consultation mapping document. This includes work which has taken place in our six local places (Bradford District and Craven; Calderdale, Harrogate, Kirklees and Leeds) over the past 12 months. West Yorkshire and Harrogate programme leads have also updated their engagement and consultation timelines for the next 12 months. You can read this here.

All of the above will help demonstrate our commitment to public involvement whilst identifying areas of engagement needed as part of the implementation of the NHS Long Term Plan and the development of our five year plan – which will be published in the autumn.

Our Partnership’s response to the engagement document ‘Implementing the NHS Long Term Plan – Proposals for possible changes to legislation’ can be viewed here. The Long Term Plan emphasises the important role of integrated care systems like the West Yorkshire and Harrogate Health and Care Partnership. Whilst many of our partner organisations will have submitted their own responses, reflecting the needs of their organisation and local area, the Partnership felt it was important to also submit a response on behalf of the West Yorkshire and Harrogate system.

Personalised care programme

personalised_care_presentation.jpgFor many years the NHS has talked about the need to shift towards a more personalised approach to health and care. A one-size-fits-all health and care system simply cannot meet the increasing complexity of people’s needs and expectations. Chapter one of the NHS Long Term Plan, published in January 2019 makes personalised care business as usual across the health and care system. The document ‘Universal Personalised Care – Implementing the Comprehensive Model’ published in January 2019 is the delivery plan for personalised care. Our Partnership is working with NHS England as one of 11 national “Level 1 Personalised Care Demonstrator Sites for 2018/19”. This means that the six places across our area (Bradford District and Craven; Calderdale, Harrogate, Kirklees, Leeds and Wakefield) are working together to build person and community centred approaches to health and social care.

West Yorkshire and Harrogate had an agreement with NHS England that we would develop 1,800 personal health budgets in 2018/2019. We are pleased to say that through working together we have exceeded this figure for the area and have developed more than 2,000 personal health budgets for people. Thank you to everyone involved.
