Interim chief executive arrangements for NHS West Yorkshire Integrated Care Board (ICB)

Dear colleagues,

I hope you are well, and thank you for everything you continue to do to both support and work with the ICB at this time. I continue to be inspired and extremely thankful for all the work you are doing to not only support core business of the ICB, but also as we are now starting to build firm foundations of the ICB and wider health and care system of the future.

Following Rob Webster’s news in January that he will be stepping down as Chief Executive, I am writing to confirm that it has been agreed that he will leave the organisation on 15 April 2026. At this point we will have concluded the organisational change consultation and published the new staff structures.

It is unlikely that we will have concluded the substantive Chief Executive recruitment process by that date. With this in mind, I am very pleased to let you know that Jonathan Webb, the ICBs Director of Finance, has agreed to be Interim Chief Executive for the period between Rob leaving and a substantive Chief Executive starting in post.

An expression of interest process will take place to backfill Jonathan’s substantive role during this period. We will conduct an internal recruitment process and will confirm shortly who this will be.

I am also pleased to confirm that Ian Holmes will continue in his role as Deputy Chief Executive during this period.

Having both Jonathan and Ian in these senior leadership roles will ensure both continuity and stability, now and, in the months, ahead.
