Thank you to people who contacted our Partnership about the role of private organisations on the West Yorkshire Integrated Care Board.

The West Yorkshire Integrated Care Board, subject to parliament approval, exists to improve outcomes for local people through addressing the wider determinants of health and ensuring a comprehensive, universal health service is in place which meets the needs of local people and communities.

Our draft constitution has been widely engaged upon. Private healthcare providers will not be board members of the integrated care board or its committees.  The integrated care board has no plans to delegate any of its functions to bodies or committees that include private healthcare providers.

Whilst private healthcare providers will not sit on the integrated care board or committees, we will not exclude individual people with an interest in any type of private company.  In such a case, the interest – whether financial of otherwise - will need to be publicly declared and recorded and managed in line with the integrated care board conflicts of interest policy. Where an interest conflicts with the interests of the integrated care board, that person will play no part in decision making on that matter.

Health and care services are delivered by the NHS, charities, community interest companies and independent sector bodies. The vast majority of NHS services in West Yorkshire will continue to be commissioned from NHS organisations in the partnership. Our duty to promote collaboration over competition will see fewer opportunities for independent sector bodies to enter the market. Healthcare services will be arranged in a transparent way, and decisions around who provides services will be made in the best interests of patients, taxpayers, and the population, in line with the rules which will be set out in the NHS Provider Selection Regime.
