As part of our five-year strategy refresh, we asked local Healthwatch to share people and communities views on the current issues most affecting their health and wellbeing. This information was included in our Partnership Board papers for the 6 September 2022 and will be used to help us identify further engagement needed for the development of our five year strategy and the joint forward plan, which is all about delivering the strategy. The intention is to publish the strategy and plan for the end of March 2023.

We will continue to work with people and communities as we develop our Integrated Care Strategy and Joint Forward Plan. Our new strategy will therefore build on the ambitions we have to date but also reflect this reality.  These challenges are significant, but as we have seen over recent years, working together on the right footprint on the right issues gives us the best opportunity to address them. 

We have a draft communication and engagement plan - this will probably change when we receive guidance from NHS England.  Five-year strategy refresh and joint forward plan DRAFT communication, involvement / consultation and equality plan

Further to the Healthwatch insight report gaps were identified and local places were asked for further feedback from local people and communities.  A report was developed in October 2022 about this further insight.

Mapping to support the development of the five-year strategy refresh and joint forward plan

Chatmaker with members of public and Ane ArnoldOur five place partnerships, bringing together the place based integrated care board teams, local authorities, the voluntary and community sector and providers will continue to lead most of this work – ensuring that population health and inequalities are placed front and centre.  Our strategy will continue to reflect the five local Health and Wellbeing Board strategies, and the Joint Forward Plan will be built from place. 

Our provider collaboratives where groups of provider organisations work together, will work at scale where there is a clear case to do so – for example WYAAT (the West Yorkshire Association of Acute Trusts) will continue to oversee our elective recovery work, having reduced the number of two year waits for a planned procedure by over 90% in the first four months of this financial year.

At a West Yorkshire level, we will continue to work with partners such as the West Yorkshire Combined Authority and West Yorkshire police on common goals, such as joint work on the climate change agenda, employment and skills, and violence reduction.

In February 2020, the West Yorkshire Health and Care Partnership (an integrated care system) published our Five-Year Plan Better health and wellbeing for everyone.

With the passage of the Health and Care Act 2022 and the new statutory arrangements to support integration, all integrated care systems across England are required to refresh their five-year strategies during 2022/23.

To develop our strategy, we believe the most effective way of doing this, is by listening to people and communities across west Yorkshire.

Since April 2022 we have been on a journey to involve those who live and work in West Yorkshire by providing opportunities for them to tell us what matters to them, what they feel is currently working and what isn’t working for them with regards to their health and well being.

The document provided to support the discussion at the meeting was intended as a high level summary of why we need to refresh our strategy, the approach we are taking and what insight and early engagement is telling us. The information provided therefore does not set out all detail which will be contained within the Joint Forward Plan at this point, and instead focuses on any significant changes we may need to make to respond to what people are telling us are important to them. 

General practice has, and remains to be, a key focus of our five year strategy and the plans we develop to deliver it (our Joint Forward Plan, which is due to be developed in the coming months). More detail around the refresh of our strategy was presented to the West Yorkshire Partnership Board on the 6th September in a summary report ‘Refreshing the Partnership’s Five Year Strategy and developing an approach to delivery’ which you may find helpful. We will also be updating our Primary Care Strategy which will set out much more detail.

Involvement timeline for the five year plan refresh

In February 2020, the West Yorkshire Health and Care Partnership (an integrated care system) published our Five-Year Plan  Better health and wellbeing for everyone.

With the passage of the Health and Care Act 2022 and the new statutory arrangements to support integration, all integrated care systems across England are required to refresh their five-year strategies during 2022/23.
