NHS West Yorkshire Integrated Care Board (ICB) – ‘Shadow’ ICB Meeting, Tuesday 17 May 2022

The West Yorkshire Integrated Care Board (ICB) is a new organisation that will start work on 1 July 2022. It replaces Clinical Commissioning Groups (CCGs) and builds on the successful work by all our health and care organisations, including the CCGs, over the last five years. The ICB’s role will be to join up health and care services, improve people’s health and wellbeing and reduce health inequalities. The integrated care board (the organisation) will be led by our Chief Executive – Rob Webster CBE.  It will be governed by a board which will oversee how money is spent and make sure that health services work well and are of high quality.  To ensure that the decisions it takes are fair and transparent, the board will have an independent chair - Cathy Elliott  - who does not work for a health or care organisation. It will also have four independent members.  Together with Healthwatch, these independent members will make sure that there is a strong independent voice and that the views of local people are heard.


The board will have members from our five local places (Bradford District and Craven, Calderdale, Kirklees, Leeds, and Wakefield District).  It also includes ICB Directors of Finance,  Nursing, People, Strategy and Partnerships and the ICB Medical Director. Other members of the board will include representation from:

  • NHS acute hospitals, mental health and community health service providers
  • Directors of Public Health
  • Local councils
  • Primary medical services  providers 
  • Voluntary, community and social enterprises

Although the board will agree the plan for health and care services in West Yorkshire, most of the decisions about spending and services will be made in our five local places. You can find more information about all our West Yorkshire health and care leaders here: our leadership at a glance

Although it will not be established formally and all its members confirmed until 1 July 2022 when the ICB will be a statutory body, the board will meet in ‘shadow’ form in public on Tuesday 17 May 2022 to support statutory preparations in line with NHS England requirements. The board wants local people to understand and be involved in the decisions that it takes, and for transparency the ‘shadow’ meeting agenda and documents will be posted on our website on Tuesday 10 May 2022.  The meeting will also be available to view live on our website here. 


When a statutory body, ICB meetings in public are planned for July, September and November this year,  timings and further details will be publicly available nearer to the meeting dates.

Ask a question

Questions from the public will be invited to the integrated care board (ICB) as a publicly accountable statutory body. Members of the public will be able to ask a question of the ICB at each meeting in public, having had a week in advance to review the ICB meeting documentation. 

This will take place at the start of each meeting in public either directly via a pre-agreed time slot, following a question submitted in advance, or by the ICB’s Governance Lead reading out questions submitted in advance, depending on the preference of those submitting questions and the agenda time available. All questions asked by the public will receive a written response which will be published on the ICB’s website afterwards. 

Questions from the public must be submitted 24hrs in advance to be included at the start of an ICB meeting in public either to be directly asked or read out. Questions submitted after the 24hr deadline will not be included at the start of the meeting, and instead will be noted by the ICB Chair during the meeting in public, and a written response will be sent to the person who submitted the question and published on the ICB’s website afterwards. Every effort will be made to include as many public questions as possible within the agenda of the ICB’s meeting in public, and the process of questions being submitted in advance supports the management of ICB meetings.

Asking a question at the 17 May ‘shadow’ ICB meeting

We will then email you a link to the meeting so that you can ask your question direct to the board.  If you would prefer a member of our team to ask the question on your behalf, please let us know.

Please note that the total time on the agenda for questions is 15 minutes. To make sure that we make the best use of this time:

  • Please only ask a question about an item on the agenda
  • Please be brief so that as many people as possible can have their say
  • Please recognise that we will only answer questions during the meeting if time allows.

All questions will receive a written response and will be published on the ICB’s website after the 17 May. Questions submitted after the 24hr deadline will not be included at the start of the meeting, and instead a written response will be sent to the person who submitted the question and published on the ICB’s website afterwards.
